MEGA Dev11 Normal - constant Warm boots... <closed unresolved>

Hello,
I probably did something wrong but..... Perhaps I can save someone else the same error once I understand it... :)

Just tried "dev11 normal" on one of my existing functioning 4 meg devices.
It went fairly well OTA from v147 and I was able to enter my wifi info to the AP and restart as expected.
The DHCP address returned as before, again as expected.
I had to reconfigure everything as expected.
I could see my DHT22 temp and humidity values on the device page after configuration.

BUT, when I did the save and reboot...... that was it.....

No device at the expected IP address, nor is the MAC address on the network anywhere
No device with it's setup AP as before
On boot I do see an ODD AP briefly but it does not respond...ESP_C0B3E2

Ideas or best way to start over??
I did like what I saw but now have to toss in the Neubie card again for some help.....

Update:
Using USB to the win10 pc, unable to see the com port.
I do see the blue flash about every ~14 sec on the board.
The strange AP is no longer coming up on my phone.
Thinking I bricked it...?
(This is a nodemcu dev kit board)

dahh.... when having serial port usb issues, try another cable.. argg... now communicating with the PC serial port!!

In the arduino monitor I see it rebooting every so often:

final update:
I was able to install 147 and restore the saved configuration file.
All is well for my device and sensor.
Lessons learned :
1-root cause of Dev11 rebooting? unknown
2-swap usb cable even if the power part works when trying unsuccessfully to use the serial function
3-saving the old software and configuration helps!
