esp8266 gpio on off

I wanted to do the following
I have a esp8266 with a relay that activates with a pro exe command
http://192.168.1.108/control?cmd=GPIO,16,1
GPIO 16 gets 3.3v okay, now the problem is that if the esp8266 is disconnected from the power GPIO 16 already gets 0v and 3.3v as it was not
is there any way that the GPIO 16 is always in the state I left?
