Energy meter counter

Hello, for the last few weeks I've been looking for the best readout for an analog electricity meter- and I finally found. It works great. Only problem is -how to connect it to esp?
I have two problems:
-The output is 4,2v
-When detect black line in power meter led diode blink very short.
What do You Think about it?

What's wrong with a TCR5000? https://www.letscontrolit.com/wiki/index.php/TCR5000

I just stuck one of these on top of the wheel of the old electric meter and used the poti to setup sensitivity until it caught the line on the wheel. Works very welll.

You could add a flipflop.
Then the value changes are the ones to count and they are as far apart from each other as the wheel rotates.
That should make counting a lot easier I guess.
