Level Control and Clock Output Plugin bugs
I am using v2.0.0 dev11 firmware.
The plugins work as expected until you suffer a power outage.
On reinstating power the Level Control plugin will not turn the assigned output on, until the sensor reading has dropped back below the set value.
Same for the Clock Output, Plugin is dormant until the next on/time schedule.
Could not find the issue reported on Github, not having an account can somebody let the devs know of the issue.

Did you also test later builds?
Dev11 is about half a year old?

No I have not tried any later builds, as looking through the changelogs, the issues are not there as fixed.
That link is an issue regarding the Switch plugin, so not relevant to these issues.

Sometimes more is fixed than reflected in the changelog.
That issue was more about the pin states on boot.
But maybe I got the wrong link in my quick search.

Just to make sure I just tried the latest build mega-20180303, and can confirm the bugs are still there in both plugins.

OK, since you don't have a Github account, I will be adding an issue about it. (I'm probably fixing it too)
Can you be as elaborate as possible in what is happening (or not happening) and what should happen?

I have been doing more testing today on these issues, and can confirm that the Level Control has been fixed in the latest version.
However the Clock output issue still remains.
How to reproduce:
Put Clock output plugin within a time schedule ON period.
Remove power to ESP, replace power to ESP.
Clock output is now OFF, and will remain OFF till next ON period comes round.
What should happen:
On reinstating of power, Clock Output should compare current time to setvalue time/status and switch output accordingly.

I think this issue is bigger than one would suspect.
Problem is probably related to NTP not being present at boot and also that rules only act on specific time and not a time range.

The 'problem' identified by the OP could be the desired effect in some scenarios.
If I use the clock output to open the chicken feeder in the morning but my rain sensor closes it again, I would not want it reopened after a power cut just because it is after the timer has switched on in the morning and before the evening timer switches it off again. Due regard would have to paid to any intervening events.
Perhaps it needs an option to make it an event triggered once at the given time only and not reset if the GPIO is changed by another sensor or to be continuous throughout the period until it is switched off again regardless of what another sensor may have set it to.
