Custom.h Arduino IDE

Hi everyone, sorry if it was answered already but I didn't find it. I'm trying to change some settings to include SSID credentials and the plugins list I want. I modified Custom.h accordingly but do not understand those instructions : Build flags ? Is that because I need to use something else than the simple Arduino IDE ?

1) rename this file to "Custom.h" (It is ignored by Git)
2) define your own settings below
3) define USE_CUSTOM_H as a build flags. ie : export PLATFORMIO_BUILD_FLAGS="'-DUSE_CUSTOM_H'"
