Sonoff Touch - network problem

is it normal that the button does not work when sonoff loses network connection ?!
example:
my router wifi shutdown -> sonoff touch not connected ->I touch the button on the device -> no reaction

why ?!

Yes it need to have wifi connection to work properly.

I used other software that works perfectly.
