Atorch UD18 and esp32

Hi. Would anyone be able to compile support for this meter into espeasy? Communication via BLE. Below is the support for esphome.

ESPEasy does not support BLE at this time, so it's a 'little' bit more work than having a reference to ESPHome.

We don't have an ETA, or planning, for implementing BLE.
