ESP32 boot state for out of range (GPIO 25 etc)

Hello good people of the forum.
I have an ESP 32 running the experimental FW. I'm really just using switches and relays, so it's perfect for my purposes.
But I'd like to assign a GPIO boot state to the numbers higher than that offered on the 8266.
For instance, id like the option to pull GPIO 25 high or low, however the HARDWARE tab offers only to maximum D12 (Pin mode 10).
Of course there are other GPIO (13, 14, 16, 25, and 26) on my LoLin that also I cannot assign.

Can you please advise if this is something I can do with the existing firmware? Perhaps these are not assignable and deliberately omitted from the HARDWARE menu, in which case, I'm just a bonehead.
If this is the case - is it better to use external resistors to tie to the intended boot state?
