Pulse counter + Emoncms

Hello,

My first post ! I'm wondering about pulse counting with an ESP8266 for use with Emoncms. This would be for counting flashes on my electricity meter (1000 per KW). What I would like to know is does the pulse counter output both total and number of pulses over a period of time, giving Kwh's and Kw's I.E. rate and total, this could be also used for many other things rain gauges, gas, water and electricity all giving rate and total. I guess even total and time between pulses would be useful.
