How can i configure a Wifi Rule ?

Hello to all,

on my Smart Socket Device i have a LED connected to GPIO 13. When GPIO is set to 1 LED is off. I like to do following:

When Wifi is connected a timer should start which toggles the GPIO13 every 5 Seconds.

How can i do this with Rules ?
