Are the device values now stored in eeprom and persistent?

Nope, they are stored in RTC memory.
So they can survive a crash/reboot, but not a power cycle.

I do have plans to add support for I2C EEPROM/FRAM modules for such purposes, but it is not there yet.
I know the ESP also supports the concept of EPROM as an area on the flash, but that will lead to wear of the flash cells.
Some sensor values may be changing every second.
